FPS Counter GUI

Updated as of March 5th, 2022. Aside from making the code more optimized in general, you are now able to change the FPS counter's update rate. To prevent inaccuracy, the update rate cannot be any lower than 0.25 seconds, and also cannot be any higher than 2 seconds.
