2026-05-18 context update. CLAUDE.md is supposed to gate the agent's behaviour. Issue #60226 (filed by power user @suwayama) names the failure mode where it doesn't: the model reads the rule, can cite the rule, articulates the rule, and produces output as if the rule had not been articulated. Four reproductions in one session, plus a cross-product reproduction on Claude Desktop. The templates in this pack are written defensively against that mode — they assume the model may not gate on the rule and place the constraints in the strongest practical form.
