The time and impact-challenged approach of the measure of digital inclusion that is fixated by who has a smartphone is an inconclusive metric. The significantly missing infrastructure is currently not fiber in its entirety , nor cells-on-wheels or just community network deployments, even though they are the must-haves that form the very foundation for the ‘softer’ solutions and interventions to run. It is the capacity to explain decisions in ways ordinary people can grasp. It is product education that goes beyond a quick-start guide, and the product designs leveraging the advancements in the likes of LLMs to incorporate local languages or gamify feature names and functionalities.This brief argues that we have been measuring the wrong thing as time and the adoption of digital access tools evolved in developing economies and have remained over-reliant on just that increasingly handicapped metric. Digital inclusion is not a hardware problem. It is a comprehension problem. And until we treat it as such, we will keep building sophisticated systems that leave the most vulnerable behind.
